What Is Title 24?
Part 6 of the California Building Standards Code is what is referred to as the Title 24 of the California Code of Regulations. Sometimes referred to as The Energy Efficiency Standards for Residential and Nonresidential Buildings. These codes were created by the California Building Standards Commission in 1978 in order to reduce California's energy consumption. The California Energy Commission updates these standard every so often to allow consideration and possible incorporation of new energy efficiency technologies and methods. By obtaining Energy Audits you can improve on Commercial or Industrial Energy Efficiencies. the intent is to design your construction project so that you save more energy than what a standard design would.

How long does it take to receive my Report?
Your report will be ready in about 24 hours from the time we receive your plans and all questions have been answered regarding your project.
When is the best time to do a Compliance Report?
Once you have the architectural plans completed, an Energy Compliance Report should be done to help determine how the building can comply. This helps the architect as well as the structural engineer make design changes prior to plan check. Compliance documentation needs to be submitted to the Building Department prior to the issuance of building permits.
Our reports come in a 24x36 format so that you can just print them and include them with your building plan check set. We include a watermark and signature to authenticate the validity of our report.

Will my City Building Department accept the Report you send?
Yes, your report will be prepared in a standard format, using the California Energy Commission approved software and will be accepted by all cities and counties in California. We analyze all the components of your project including fenestration products, we insure that your U-values, R-values and Solar Heat Gain Coefficients will improve the performance of your building. Once you approve our approve we will register it with the State Underwriter so that it meets all the requirements for your permit.
Why do I need a Title 24 Report if I'm not adding square footage?
Although you may only be changing windows or doors, changing the opening size has an effect on the energy budget of your home or building. In the recent code change, a kitchen alteration also triggers the need for a compliance report.
What is a Certificate of Compliance?
The Certificate of Compliance is the document showing the building components and specifics required for compliance with the California Title 24 energy code. The Compliance Certificate is placed onto a 24x36 sheet format and sent as a PDF file to your email address. It is normally signed by one of our Title 24 consultants and by you or your builder.
Will the Title 24 Code change soon?
The California Buildings Code is on a three year cycle. It changes every three years. Currently we are using the 2019 Building Energy Efficiency Standards.
What buildings are covered by the standards?
As we mentioned before, all new construction, additions & remodeling projects to, residential and non-residential buildings are covered.
Are Solar Panels Required in California |
California became the first state in the nation to pass legislation to make solar power mandatory for new houses. Beginning in 2020, newly constructed homes must have solar panels. The good news is that a full blown system is not what is needed to fulfill the code requirements. An Energy Consultant can provide the Title 24 Energy Analysis which will determine the amount of solar panels a project would need in order to meet the Standards. These reports are done using the “Performance Method” of analysis to achieve the least expensive outcome for construction costs. This is why it is important for the Energy Consultant to not only know the Energy Code but also have some real life experience in the Construction Industry. If built properly, the new project over-expenditures will be offset by savings on utility bills.
Is an ADU Required To Have Solar Panels
ADU's are a bit tricky but the simple answer is that if you are constructing a NEW structure that will serve as an ADU, then that building will require Solar Panels in order to pass the Energy Compliance Requirements of the State of California. There are exceptions to the rule and also if you have existing solar panels in the main home, you may be able to show that the two structures meet the minimum requirements with the capacity of the existing solar panels.
For all intents, an ADU Conversion is treated as an Addition when doing an analysis. As a result an ADU conversion to include solar panels. Solar Panel requirements are not so strict that you will need enough power to run your entire project.
