The 2019 Building Energy Efficiency Standards for California
Initiated January 1, 2020 and are applicable to all newly constructed buildings, additions and alterations to existing buildings (California Code of Regulations –Title 24, Part 6)
Building Energy Efficiency Standards are specifically geared toward reducing wasteful, expensive, inefficient or unnecessary use of energy. These standards improve the outdoor and indoor environmental quality.
Target Savings resulting from the 2019 code will be 7% for single-family homes. Once the solar electrical requirements are factored in, California’s Title 24 Compliance efforts will be responsible for reducing greenhouse gas emissions by as much as 700,000 metric tons over the three year code period. This is the same improvement as if we took off 115,000 fossil fuel vehicles off the road!
Title 24 Lighting Compliance and Acceptance practices for our State will create an additional 30% reduction in energy due to efficient lighting upgrades.
Home budget increases due to 2019 Standards will be an average of $9,500, but will save an average of $19,000 in energy costs as well as maintenance over a 30 year period. The California Energy Commission claims that the standards will cost about $40/month but save about $80/month on heating, cooling and lighting bills.

New to the 2019 Standards are:
- New homes require solar photovoltaic systems.
- New requirements for newly constructed health care facilities
- Residential standards encourage demand responsive technologies like battery storage and heat pump water heaters. They encourage the improvement of the building’s thermal envelope through high performance attics, walls and windows to improve comfort and energy savings.
- Nonresidential standards update indoor and outdoor lighting requirements making maximum use of LED technology
- For residential and nonresidential buildings, the standards enable the use of highly efficient air filters to trap hazardous particulates from both outdoor air and cooking and improve kitchen ventilation systems
